Yatsenyuk told parliament that fugitive former president Viktor Yanukovich had driven the country to the brink of collapse. He accused the deposed president of stripping state coffers bare and said 70 billion US dollars had disappeared into offshore accounts.

He also said he would work to stabilise the mounting tension in Crimea where armed men seized the regional parliament and protesters loyal to the Russian Federation said they would not recognise the new government.

President and parliament speaker Oleksander Turchynov was due to travel to Simferopol in an attempt to diffuse a situation that has rattled western governments calling on Russia not to provoke attacks.
