KANGAR, June 3 – In his maiden attendance as the menteri besar of Perlis at the monthly assembly of federal and state civil servants today, Azlan Man (photo) introduced a change to speed up the event and cut down on time.
He said it was not necessary to mention each of the heads of department by name.
“It will suffice to only mention the names of the most senior officer and the emcee,” he said.
Time was the essence of Azlan’s speech as he reminded the civil servants to be committed to their work and enhance discipline, saying there would not be a repeat of elapsed time.
“Do not be complacent when it comes to work. There is no traffic congestion in Perlis, so you must move quickly,” he said.
The menteri besar advised civil servants to refrain from confining themselves to a cocoon, saying this would only restrict them from seeing far ahead.
He also said that they should develop themselves to be of good moral character.
Azlan said Perlis would be investor-friendly to raise the state’s revenue and reduce the deficit. According to Budget 2013, Perlis is expected to face a deficit of RM105.53 million this year, with revenue of RM76.12 million against expenditure of RM181.65 million.
He said the state would continue to face a deficit unless drastic measures were taken to focus on achieving the vision of being a developed state in 2015 and a city-state in 2030.
He advised the civil servants to be proactive and serve as facilitators for investors.
“Do not move at snail’s pace. You have to be fast in achieving the vision,” he told the assembly, which was also attended by Perlis state secretary Datuk Azizan Hamid and all the state executive councillors.
