GEORGE TOWN, JULY 5- Chief Minister Lim Guan Eng is unhappy that Penang is still unable to enforce its Freedom of Information (FOI) Enactment, which was gazetted in early 2012.
He told the state assembly today that state Legal Advisor Faiza Zulkifli was still finalising all the necessary work on it and that he hoped the state would be able to enforce it by early next year.
Among the tasks Faiza was trying to complete, he said, was setting down the procedures of the FOI Appeal Board and regulations governing accessibility to information.
He said she had told him the FOI would be enforced once all rules, regulations, guidelines and charges had been gazetted.
“We are unhappy with the slow progress,” he said as he was winding up the house debate on the speech delivered by Governor Abdul Rahman Abbas at the opening of the assembly on Tuesday.
The Penang legislature passed the FOI in November 2011 . It was a gazetted a few months later.
