The fire also spread to a second building.
Video posted to the Gulf News website showed flames covering one side of the building and crowds of onlookers in the streets.
“We are all very distraught. We have lost everything,” said a Pakistani tenant who raced down 19 floors with her three children.
On New Year’s Eve, fire engulfed another high-rise building in the UAE, the 63-floor Address Downtown Hotel in Dubai.
And in February 2015, thousands of people were evacuated from a 79-storey residential building in Dubai when a fire broke out there.
